IPA Upload Failed

Windows version: Windows 10
Builder version: 3.64
iOS SDK version: 17.2

As recently as last week, I successfully uploaded the IPA file to the test flight using upload.exe. However, the upload process failed today with the following error message:

ERROR: Unable to log in to App Store. Check credentials and network connectivity. Shutdown.

%

When I checked on *Apple’s System Status page*, Apple's servers were stable

I've tried various solutions I found online, but the problem persists. Also, I heard that the App Store Connect API was recently updated, and I think this may be the cause of the problem. But I'm not sure because it works well for making IPA.

Can you advise me on how I can solve this problem?

Steps already tried:
Checked whether the Apple ID and app-specific password is correct.
Recreate an app-specific password and try to upload it with a new one.
Synchronize the date and time of my computer before uploading.

Exactly the same problem
Yesterday I managed to send the file without problems, now I have the same error.
Didn't make any changes.
The version of the program and Windows is the same as that of the TS
